Kelley & Associates worked with the Memphis Police Department in 2016 on the “Join the Best in Blue” Recruiting Campaign. Campaign creative invoked hometown pride in Memphis’ most meaningful cultural, historical and natural elements. Supplemented by monthly news interviews, the campaign spanned broadcast, digital and out-of-home media in a mix of television, radio, billboard, bus and digital ads as well as a new website and social media profiles.
Memphis Police Department received 3,067 applications from June 2016 to January 2017 due to our campaign, while receiving only 325 applications from June 2015 to January 2016.
Kelley & Associates worked with the Shelby County Sheriff’s Office on their 2022, 2024, and 2025 Corrections Deputy Recruiting Campaigns. Our integrated, multi-platform campaign effectively and creatively utilized strategic marketing channels that capture and strengthen the image and interest, not only for a career in law enforcement, but with the Shelby County Sheriff’s Office.
This included a video shoot, video production, streaming video ads, YouTube ads, radio ads, TikTok ads, search ads, retargeting, targeted display advertising, public relations, website updates, creation and printing of flyers and bannerstands, a custom media distribution database, and applicant email communications.
In addition, Kelley & Associates supported ongoing public relations efforts, including crisis communication and reputation management. We worked closely with the department to develop clear, timely messaging, manage media relations, and help maintain public trust while reinforcing the Sheriff’s Office’s commitment to transparency and community engagement.
Shelby County Sheriffs Office received a 107% increase in the number of applications received during the 2022 campaign compared to their previous application period.

Through our work with Memphis Police Department, Germantown Police Department, and Shelby County Sheriff’s Office, we have unique experience with the law enforcement and corrections sector. We toured every division of MPD including the Real Time Crime Center, various MPD precincts, Canine unit, Air Support Unit, Motorcycle Unit, and MPD Training Academy. This in-depth research provided a unique understanding of the target audience resulting in impactful creative and buying strategies that are still being utilized by the City today based on the tremendous success of our initial campaign.
